While Guatemala continues to say that Belize has violated the human rights of its people because Guatemalans who shoot after BDF have been injured or killed in self defense, Belize continues to show good will to the Guatemalan citizens. Despite protests from some sections of the Belizean society, Guatemalan children continue to enjoy free education in Belize, crossing the border daily in buses paid for by the Belizean tax payers; a practice for decades now. In the midst of the tensions, Belize is also assisting now with allowing access to water for desperate and poor Guatemalans. According to Guatemalan newspaper Prensa Libre, Belize has authorized the extraction of water from a Belizean spring to assist those in the Guatemalan side of the adjacency zone. The effort is through a Guatemalan association called the Balam Association which has been working to improve living conditions of the Guatemalans who continue to complain to their government about poverty and lack of water. Balam has been running nutrition programs and poverty alleviation projects including xate crops. Belize has been direly affected by Guatemalans stealing xate from the Belizean forests and causing significant deforestation in the nation’s forest reserves. The Prensa Libre article says that Belize is assisting in the BALAM initiative by authorizing the extraction of water from a spring located in Belizean territory. “ The Organization of American States (OAS) is in the process of hiring a company to capture and distribute water to families…” The funds being used by BALAM are way of a grant managed by Guatemalan Foreign Minister Morales with the European Union and Spain, for 230 thousand US dollars, which is managed by the OAS and executed by Balam in the adjacency zone.
