Building Canals for Flood Mitigation

vlcsnap-2014-08-26-08h34m32s106As part of the Flood Mitigation program which is being funded through a loan Agreement made with the Inter-American Development Bank, four contracts were signed to commence the construction of three canals, the cleaning of one existing canal, and the upgrading of one stretch of road in Belama Area, Belize City, all in an effort to alleviate flooding in that area. For context Lenox Bradley Chief Engineer at the Ministry of Works and Transport gave us some details of the loan agreement signed in 2011

vlcsnap-2014-08-26-09h19m51s166“In terms of the Flood Mitigation, we signed the loan agreements with the Inter-American Development Bank, in November 2011.  The confluence was five years.  So, November 2016 the Flood Mitigation Program is supposed to come to an end.  That involves the upgrading of four streets, and also the construction of four canal links. 

The project is more or less centered in the Belama 3/4 area, but we also have the Northside, and we also have Douglas Jones.

The Flood Mitigation Program, the overall part, is twenty million Belize Dollars.  That’s the loan with IDB, and the Government is giving a counterpart of one point five, so it’s twenty-one point five million total, over a five year period.”

The first contract is to construct the Bill Lindo Canal, which will be a concrete lined and earthen canal. This contract was signed with Mejia’s United at the sum of $892,250.

The second contract is to construct the Douglas Jones Canal, which will be a concrete lined covered canal. This contract was signed with Medina’s construction at the sum of $1,813,629.88.

The third contract is for the North Side Canal, for cleaning of the existing canal and lining with vinyl sheet pile. This contract was signed with Medina’s construction at the sum of $1,935,150.

The fourth and final contract for this phase of the program is for the upgrading of the street from Link Road (Apollo Street) to Belama Phase IV.  This contract was signed with M&R construction for the sum of $1,077,425.86.

Works for the First and last contracts are set to conclude by the 2nd of May 2015, while the contracts for the Douglas Jones Canal and the North Side Canal  are set to conclude by the 8th of Sept 2015. Minister in the Ministry of Works and Transport Rene Montero acknowledged the contractors for giving them “value for money”

“The project that we have just signed is what we call the Flood Mitigation Infrastructure Program, which is being funded by IDB, for a total of five million, seven hundred and eighteen thousand, four hundred and fifty-five dollars, and seventy-four cents. 

You will notice that we had three companies actually signing for these projects.  They all went through the due diligence, in terms of the companies had to bid for these projects, and we are quite happy we have the Maehia’s United, we have Mister Medina, and M&R, who have been working with us, and giving us quality work and value for our money.

“The main objective of the project is trying to mitigate the flood events in there.  It’s not to stop it, because we all know the realities that Belize is at maybe one foot, in some areas, above sea level.  So flooding will be an issue, but what we hope to achieve with the Flood Mitigation Infrastructure Program is to try and reduce the duration and the impact from the flooding in the area.”
