Gang Members who make attempts to escape the Emergency area by fleeing to other parts of the country will be detained wherever they are found. According to Chester Williams, regulations under the state of Emergency allows for those persons to be treated just as if they were detained in the Emergency area. In fact, one individual was detained by police in Independence Village this week.
Chester Williams, Deputy Commissioner of Police: Under the regulations to the declaration, there is a regulation that states that if any of the figures from within the emergency area should escape or flee the emergency area, they can be picked up anywhere they go, and they shall be treated just as if they were found within the emergency area. So escaping the emergency area and going somewhere else is not going to help them. Yesterday we picked up one in Independence, and he is in custody and shall be brought down. He will be served with his letter and will be going to prison.
